John Hickenlooper’s executive order, Colorado Water Conservation Board director James Eklund and his staff are tasked with putting together Colorado’s first-ever statewide water plan by the end of this year. In an interview with The Colorado Independent, Eklund discusses the politics and challenges of the plan, including criticisms that the current draft isn’t yet specific enough.
