Colorado’s second-largest city has its own code of ethics, which, among other things, calls on the elected mayor, council members and appointed officials to “put forth an honest effort in the performance of their duties” – and gird against waste, fraud, abuse and corruption.
But in the wake of Amendment 41, Colorado Springs, like the state’s 90 other home-rule cities and two home-rule counties, must update its ethics code – or create them entirely if they don’t currently exist –
