The last thing Xcel Energy needed two weeks before voting begins on its franchise agreement with Denver is a power out that left 6,700 people in Colorado with the lights out. Still, it is probably more than just an accident, as claimed, that 2,800 of those losing power were in Highland Ranch, safely out of Denver’s jurisdiction. The grid is a flexible thing, and while immense demand on a hot day may force someone to have a power out; the customers who suffer from it often can be controlled.
