Xcel would lease part of the water it uses to run the Shoshone hydroelectric plant in Glenwood Canyon to Denver as part of their proposed agreement with the Denver Water Board. It would have to meet criteria such as the amount and rate of snow melt-off. With water from the upper Colorado River, Denver could have more resources to fill the Green Mountain and Dillon reservoirs.During spring runoff, Xcel would not use all the water its entitled to at its Shoshone plant, one of the most senior water rights in Colorado. Denver would compensate Xcel for the lost revenue and give Xcel some of the extra stored water later in the year.
