    Yes, Colorado has one of the easiest constitutions in the country to change. Yes, a bipartisan bevy of lawmakers want reform, and they want it this year. But with the giant, money-sucking Democratic National Convention coming to Denver, not to mention expensive presidential and U.S. Senate races, will there be any cash left over to push such a plan this November?
