It depends upon what the meaning of the word “to” is

 
At 9News, Brandon Rittiman has stayed busy truth-testing campaign ads. Some of them take a lot of digging, but he had an easy time with Cory Gardner’s claim that he “co-wrote the law to launch our state’s green energy industry.”

Rittiman called it “overstated,” which seems fair. Gardner’s bill turned out to be a failure, as the Associated Press first reported. And, in any case, it didn’t launch anything.

But the interesting bit comes in the Gardner campaign’s explanation to Rittiman about what the ad said and didn’t say.

“Cory says that he co-wrote a law ‘to launch our state’s green energy industry,’ not [a law] that launched it.”

So that changes everything.
